Alongside all the recent news about energy, there is a long-standing collaboration between 19 Utah cities and counties to pioneer a new clean energy option for residents and businesses through the launch of the Community Clean Energy Program brought to you by Utah Renewable Communities and Rocky Mountain Power. Staff and elected officials from URC members have been working diligently following the passage of the Utah Community Clean Energy Act in 2019 to design the program in partnership with Rocky Mountain Power. In 2025, the Community Clean Energy Program application was heard in front of the Utah Public Service Commission, detailing how this one-of-kind program could work in the energy regulatory context of Utah. 

In this session, Emily, who supports URC as a key staff member and secretary for the URC board, will provide an update on where everything stands with URC, from PSC decision to the procurement of a first program resource, and the anticipated timeline moving forward.

Emily Quinton -- Summit County Health

Serving as the Sustainability Director for Summit County since 2021, Emily is passionate about advancing policies and programs to advance the County's environmental stewardship, sustainability, and climate action priorities. Emily works with partners across the region to advance and promote clean energy, transportation electrification, sustainable development, and other initiatives at the local and state level.

As part of the Summit County Health Department, Emily also coordinates with her public health colleagues to integrate climate change into public health planning and outreach efforts. Before joining Summit County, Emily worked in sustainability education and workforce development in Oregon and California, and as a high school science teacher on the East Coast. Emily holds a Professional Science Masters in Environmental Science and Management and a Graduate Certificate in Energy Policy and Management from Portland State University.
